These Chakmas and Hajongs started migrating from Chattogram in 1964. They entered India via lushai hills of that time and now Mizoram.
These people used to speak Tibetan in the past, but now they use the language of Chattogram.
The Hajongs, who belong to the Indo-Tibetan community, have long lived in Assam and Meghalaya. There are about 50,000 people in Bangladesh.
From 1964 to 1969, 14,888 Chakma-Hajong refugees from 2,748 families from chattogram hill tracts took shelter at Bordumcha in Changlang district of Arunachal Pradesh and Kokila in Papum Pare district.

What the Supreme Court said on granting citizenship to Chakmas, Hajongs ?
However, the then government of Arunachal Pradesh again appealed to the Supreme Court to reconsider the verdict. The Supreme Court dismissed the arunachal government’s plea.
In 2015, the Supreme Court had ordered that chakmas and hajongs be granted citizenship, but the order has not been implemented so far.
By the 1980s, the Chakmas and Hajongs, like the Indian people, had access to ration cards, jobs and other benefits. But these rights were taken away from them in the 1990s. They are marked as illegal residents.

Reaction of Asom Jatiyatabadi Yuba Chatra Parishad
Asom Jatiyatabadi Yuba Chatra Parishad (AJYCP) president Palash Changma strongly criticised the conspiracy to grant citizenship to 5 lakh Chaknas and Hajong refugees in Assam.

Therefore, we have demanded the central government that inter-state passports should be introduced at the earliest in Assam as well.

In a statement signed by AJP General Secretary Jagdish Bhuyan today, it has come to our notice that a statement made by Union Minister Kiren Rijiju at a press conference two days ago.
He said that the Chakma tribal refugees of Arunachal cannot be settled in Arunachal as caa is not applicable there.
Since the said Act does not apply to Arunachal, he has held discussions with the Chief Minister of Assam to settle the Chakmas elsewhere.
He has urged the Chief Minister of Assam to help him in this regard and work is underway to select a suitable place for the same.
This issue has come to our notice and the matter is very worrying and needs our reaction in this regard.
First of all if Rijiju Had a discussion with Assam Chief Minister Himanta Biswa Sarma on the issue of settling about 5 lakh Chakma refugees in Assam.
Then we will seek sharma’s open response and if Kiren Rijiju Badia’s statement is not true then the chief minister should openly protest against his statement.
If this is true, then we would like to make it clear to the Bjp government led by Himanta Biswa Sarma that we will not be able to allow chakmas to settle in Assam in such a manner.
Our appeal to the people of Assam is that if the Chakmas enter Assam one by two through the framework of this law, then it is necessary to prevent it.
The Asom Jatiya Parishad will also be keen to protest and prevent it. For no reason will we allow a single foreign national to live on the land of Assam on the basis of CAA.
What is important now is that various ministers and heads of the BJP government in the state including the Chief Minister of Assam have made misleading statements.
They said so far only a foreigner has applied under the Act seeking citizenship of Assam.
But the truth is there is no way to know whether one has applied or many have applied in this regard.
The BJP has claimed that not a single bird will enter Assam on the basis of CAA. If that is the case, one of our natural questions is why was ‘Ka’ enforced in Assam?
We were repeating one thing time and again that if the CAA is bad for all the neighbouring states of Assam, it is bad for a few specific districts of Assam like Kokrajhar.
So how did CAA become acceptable to the Brahmaputra valley? But it is clear from Kiren Rijiju’s statement that the CAA is not applicable in the rest of the northeastern states.
So those states are safe and since CAA has come into force in Assam, foreign nationals can be settled here. Think about how horrible the matter is.
In other words, it is evident from this that the BJP government is engaged in a sinister conspiracy to eliminate the ethnic castes and communities of Assam.
Just as today the BJP has paved the way for the Chakmas of Arunachal to come to Assam through CAA, the way has also been paved for refugees from Meghalaya or other states to settle in Assam.
The Asom Jatiya Parishad is always determined to oppose this process and is also challenged by our party.
If Kiren Rijiju has discussed this with the Assam chief minister then clarify it or else oppose it.
It is a humble request to the people of Assam on behalf of the Asom Jatiya Parishad to oppose this anti-caste process of the BJP government and strongly protest against the process of granting citizenship to illegal foreigners who are going to be held in phases in Assam while maintaining awareness.
